In my opinion, 'pirating' needs to be much more difficult (survivable) to get the low sec victim population higher. Supply and demand so to speak.

Totally agree. I gave up my minor attempts at piracy because my favourite thing was to hunt down mission runners; largely because I like to fight solo (I get depressed if my ship lasts more than a day..) and it was a great way to do it.
But you can wait 6 hours in lowsec mission hubs before you get a ship that is big enough to be found reliably (with lvl 4 skills) and worth killing. That's partially my TZ (Australia) but not entirely - I see the same thing on day's I'm off work. I could happily live with losing (even more) battles more frequently if it meant there were more battles to be had...
The other downside is, these days it seems like the only people who mission in big ships in lowsec are noobs. I assume that's because they don't yet have the standings to use higher level agents in hisec, or perhaps they just don't know what they're doing (although with a 10:1 pirate / mission runner population in some systems, you reckon they'd figure it out..). So half the time they don't have any money (and it's probably true). And then when you shoot them, you see the fit was all t1 and only two thirds of their high slots were filled because they couldn't pack a proper fit. And then you feel like a bastard. It's just depressing.
I would sort of agree that the hisec / lowsec rewards balance is wrong, but tbh, there are a lot of people that wouldn't go to lowsec anyway, under any circumstances. They just don't want to take risk - regardless of the payoff, they just don't like getting killed. Your typical WoW people.
Really, we just need less pirates. It probably does need to be a bit harder. I can't blame people for not wanting to get their pve ships shot up the moment they enter system, so they can make some pretty minor isk. A year or so ago I ransomed one guy three times in three days; the toon was a year old. I put him in my address book, and I'm pretty sure the guy never logged on again.
That's an extreme example, but a lot of carebears probably go to lowsec once or twice and vow never to come back. It's bad enough that their ship fittings make them a goldfish in a shark tank, but worse, there's 10 sharks in that tank to every goldfish.
That said, I have no idea how to achieve that reduction.

No - I'm an Aussie - no one wears them. I just saw some yanks wearing them once. In Australia, true love customarily waits until about the 5th beer, in my experience...
